J. Dallan Randall – General Manager/Lead Technician

Dallan is ultimately responsible for providing the manpower and equipment necessary to meet your plumbing needs. Dallan still makes some time to work in the field and he may be the technician that shows up to service your plumbing needs.

Dallan Randall is a fifth generation Arizonan from Mesa. He took over the reins of JB Water at the age of 22 from his grandfather, John Bevell, in May of 2001. He subsequently purchased the business in 2008 and currently maintains sole ownership. Under his leadership JB Water has evolved into a full service plumbing and water treatment provider.

Professionally Dallan has been active in the water treatment industry including the following notable accomplishments:

  • Served a two-year term as youngest president ever for the Arizona Water Quality Association during 2008 to 2009 at the age of 29.
  • Authored technical articles on Water Distillation for Water Conditioning & Purification (WC&P) an international trade magazine.
  • Guest speaker for numerous venues including public radio discussing water treatment.

Giving service to the community has always been a priority for him including the following:

  • Unit Commissioner for the Roosevelt Council of the Boy Scouts of America from 2010 to 2013.
  • Active board member of the La Fortina Homeowners Association for the past seven years with leadership positions of President and Treasurer.

Dallan married Bobbi Allen in 2001 and they are the parents of six children. Time with family is a high priority for Dallan who takes several weeks off each summer to travel with his family and home school his children.

Richard A. Randall, PE – Compliance/Technical Advisor

Rich does much of the client relations work at JB Water and is responsible for maintaining strong and lasting relationships with our clients. He assists with any governmental compliance (primarily permitting), safety and related technical issues that may come up during performance of our more demanding plumbing assignments. Rich also serves as a water specialist and technical advisor on water treatment issues.

A fourth generation Arizonan from Mesa, Rich’s family has strong ties to agricultural production and he grew up working on farms and cattle ranches. He married the light of his life, Nancy Bevell in 1973. In 1974 he hung up his spurs to pursue a BS degree in Agricultural Engineering at California Polytechnic State University in San Luis Obispo. After graduation he spent 30 years working as an engineering and environmental consultant to utilities, municipalities and corporations for a wide range of water related projects including wastewater reuse, groundwater recharge, treatment wetlands and hazardous waste cleanup. Rich is a registered Civil Engineer and his roles included project manager, lead designer and construction manager for water related projects throughout the southwest.

In 2011 he came to work for his son, Dallan, as the Relationship Manager for JB Water providing plumbing and water treatment services to homes and businesses. He enjoys the opportunities and challenges associated with small business and is pleased to be a part of a company that is maintaining the core values established by its founder, John Bevell.

Rich & Nancy, have four children and sixteen wonderful grandchildren all living in Arizona. During 2010 Rich & Nancy volunteered their time to serve as Church Agricultural Service Missionaries on a 300,000 acre cattle ranch located in East-Central Florida. Rich used his engineering skills to support water related projects while Nancy gave bus tours and helped with the landscaping. It was a wonderful experience and they look forward to future opportunities to serve together as a couple.

Robert L. Bitter – Lead Tech/Field Supervisor

Rob is the field supervisor for JB Water and is responsible for directing the flow of work and making sure that technicians in the field have the proper equipment and training they will need to do their jobs. He has been with JB Water since May 2009. He addresses the manpower and equipment needs for any special projects. Our customers love Rob because of his good looks and easy personality.

Rob has a BS degree in Industrial Technology from Colorado State University and has over 30 years experience in the technical services industry and has spent the last 12 years working as a journeyman plumber while living in Mesa. Prior to his plumbing experience he is particularly proud of his accomplishments over the 12 years he worked for Varsity Contractors in Phoenix as their district manager. When he took over as manager the company was losing money and going downhill fast. Within four short months he was able to achieve solid profitable performance for his district. Rob is married to the lovely Theresa and they have five children and nine grandchildren. Rob’s favorite activities when not working include playing grandkids, riding a dirt bike in the sand dunes and his newest undertaking is catching fish in the mountains.

Kevin Dillon – Lead Technician

Kevin has been working as a journeyman plumber for over 20 years. His specialty is performing service work on commercial properties, including commercial water heaters, boiler systems, and chiller lines. Our residential customers enjoy having him in their homes and appreciate the great job he does in tidying up after completing the work. Kevin is known for being fast and efficient and he is an excellent trouble shooter for the uncommon plumbing problems that are difficult to diagnose correctly. Kevin says he loves working at JB Water because he feels like he is treated more like family than an employee.

Robbin Dillon -Chief Financial Officer

Robbin is the Chief Financial Officer for JB Water and handles the accounting and billing issues. She has been with JB Water since October 2013. She is responsible for all the invoicing and providing the documentation required for City of Mesa projects. She is always available to answer questions and provide additional information as the need arises.

Robbin has 25 years experience handling the accounting needs for small businesses. Prior to joining JB Water she spent 20 years as the financial officer and accountant for a landscaping business. She has three lovely daughters and one spectacular grandbaby. Robbin enjoys being with family and putting on a big feed for lots of folks, which they all enjoy. She also enjoys a competitive round of billiards at least weekly.

Missy Serrano-Work Flow Coordinator

Missy keeps all of us at JB Water where we are supposed to be and when we are supposed to be there. She answers the phone and monitors the company email account to process work orders and schedule the work. She is the primary contact for JB Water during working hours.

Missy has been with JB Water since January 2014 and has really taken hold of her job to the point that we now wonder how we previously ever got along without her. Missy has three boys and three grandchildren. She enjoys being with family-friends and a little known fact about her is that she loves to karaoke.

Rebecca Pacheco-Administrative Assistant

Rebecca assists in the office to keep the paperwork flowing smoothly. She is often on the phone chatting with our customers about various accounting and related issues. Everyone that speaks with her says she has the most charming demeanor, even when dealing with the most difficult issues.

Jerry Moore -Lead Technician

Jerry has 19 years experience as a journeyman plumber with a large portion of his experience on the commercial side of the business. At JB Water he is the go to guy to help deal with unusual conditions and challenging diagnostic issues. He has consistently come through again and again with answers to problems that nobody else could solve. Our customers adore Jerry because he always listens to their concerns and gives them options to choose from. Whenever the racers are running at Phoenix International Raceway you can find Jerry setup with his camping trailer nearby and enjoying the action.

Tony Hickey -Lead Technician

Tony has been a journeyman plumber since 2014. The bulk of his plumbing experience has been for commercial clients and he is especially good at clearing clogged drains and cleaning sewerlines with jetting equipment. Before plumbing he was a tradesman in concrete and flooring. In addition pouring and finishing concrete, his exceptional talent was laying tile that won him rave reviews from his clients. Tony is married to the lovely Brittany who is the daughter of our very own Kevin and Robbin Dillon. They have a young son, Parker who is the apple of his eye. Tony believes that the” Customer is King” and it shows in all he does to please our customers.

Martin Rocabado -Water Treatment Technician

Martin began his career in plumbing and water treatment in 2016 and has already built a reputation for quality workmanship and excellent customer service. Prior to joining JB Water Martin spent nearly two decades as a respiratory therapist and is a veteran of many years in the military having served as an armored tank commander.

JD Langham – Lead Technician

JD has been a journeyman plumber since 2003. The bulk of his plumbing experience has been performing maintenance and renovation work on multi-family housing facilities. He spent 11 years as maintenance supervisor for a large property management company. JD enjoys the outdoors hunting and fishing throughout Arizona. He is an avid Harley Davidson motorcycle enthusiast and enjoys taking his “highly modified” (as in super fast bike) on long rides.

Jay Christianson – Lead Installer

Jay has 24 years experience as a journeyman plumber and he just likes to get out there and get the job done. He is our go to guy for major pipe replacement jobs and sewer digs. He is an accomplished backhoe operator as well as an outstanding plumber. He says when it comes to plumbing he has seen and done it all. When Jay is not working family is his highest priority and he enjoys getting out in nature with his 4×4 Jeep up in the mountains or out in the desert.

Mario Salmeron-Pacheco – Installer

Mario has been working in construction for over 13 years. Prior to coming to JB Water full-time in 2014 Mario provided concrete pour-back services and part-time plumbing assistance over a period of three years. Mario is an accomplished concrete finisher skilled at operating earth moving equipment for site preparation, form set up, rebar placement, pouring, leveling and final finishing of concrete projects large and small. He is developing outstanding plumbing skills and his versatility adds greatly to our capabilities to serve our customers needs. Mario is a family man with three kids (2 boys, 1 girl) that love the time and attention he gives them when home. Another favorite pastime is watching all types of sports at home.
